Engr. Ugbaja Joseph Chukwuemeka was born on the 13th of November, 1965. He holds Post-Graduate Degrees in Civil Engineering and Business Administration (MBA) from the University of Technology Akure (FUTA) and the University of Lagos (UNILAG) respectively.

Engr. Ugbaja is a Registered engineer with the Council for Regulation of Engineering in Nigeria (COREN), a member of the Nigeria Society of Engineers (NSE) and Nigeria Institute of Management (NIM). He joined the Organisation on the 9th Of June, 1997 and has served in various capacities including: Pioneer State Coordinator, SON, Imo State which he had the privilege to establish in 2008; State Coordinator SON, Abia State, Coordinator, Lagos I, Victoria Island, Lagos; State Coordinator, Niger II, Suleja; Group Head, Civil/Building, Group; Head, Cement Laboratory, Ogba Lagos; Port Coordinator, Tin-Can Island, Port; Deputy Director/Head, Product Registration (2021 – 2023).
