Engr. Obiora F. Manafa



Engr. Obiora Ferdinand Manafa attended Premier Primary School, Aguleri, Anambra State. He proceeded to Christ the King College, Onitsha where he obtained the O’Level School Certificate in 1978. He obtained a Bachelor of Engineering (B.Eng.) degree in Mechanical Engineering from the University of Nigeria, Nsukka and a Master of Science (M.Sc.) degree in Environmental Management from Imo State University.

He is a Mechanical Engineer and a Metrologist with over 30 years diversified service experience in Standardization, Oil and Gas, Manufacturing, Construction, Maintenance, Lifting, Quality, Environmental, Occupational Health and Safety Management Systems and Metrology.

Engr. Obiora Manafa started his professional carrier at the PPMC, NNPC, Eleme, Rivers State in 1986 where he did his National Youth Service (NYSC) as a Maintenance/Operations Engineer from where he joined the Standards Organisation of Nigeria (SON) as a Standards Engineer II (Mechanical) in 1988. He rose through the ranks from Standards Engineer II to the post of Director in January, 2012.

He assumed numerous positions and responsibilities including; elaboration of Mechanical Products Standards, Inspection, Testing and Certification of pressure vessels and gas cylinders, Quality (QMS), Environment (EMS), Occupational Health and Safety (OHS) Management Systems audit and certification.

Other responsibilities include; Calibration, Metrology Services, Inspection, Testing and Certification of Mechanical products, processes, systems and Non Destructive Testing (NDT). Engr. Obiora Manafa has undergone various training in Engineering, Metrology, QMS, EMS, OHS, Laboratory Accreditation, Administration and Management in Nigeria, USA, Germany, India, UK, Portugal, South Africa, Mexico, Guatemala, Turkey, etc.

He has represented SON  and Nigeria in various Technical Committees and fora in and outside the country where he made numerous presentations in standardization, Non Destructive Testing, LPG and CNG Equipment Quality, ASME Codes and Standards, Laboratory Accreditation, Metrology and Instrumentation, West Africa Quality Infrastructure (WAQI), Intra-Africa Metrology System (AFRIMETS), North, East and West Africa Metrology (NEWMET), International Measurement Confederation  (IMEKO), Technical Facility Tours of various manufacturers & laboratories,  Study on National Metrology Institutes of USA, UK, South Africa, Kenya, Ghana, Mexico, Guatemala, Mauritius, Mozambique and Egypt. He played a key role in the design, specification and construction of the National Metrology Institute of Nigeria Complex in Enugu. He is the pioneer Director of the National Metrology Institute (NMI), 2012 -2018.

Engr. Obiora Manafa is a COREN registered engineer and member of various professional Bodies including the American Society of Mechanical Engineers (ASME) where he serves in the International Interest Review Group for ASME Codes and Standards. He is a Fellow of the Nigerian Society of Engineers, Fellow of Nigerian Institution of Mechanical Engineers and a member of Nigerian Institution of Safety Engineers. He is a current member of the Engineering Regulation Monitoring (ERM) Team of COREN, Onitsha Branch.

He is the pioneer and current President of the Metrology Society of Nigeria. He is an Executive Committee member of AFRIMETS and the Chairman of Scientific Metrology of NEWMET. Engr. Obiora Manafa is a member of the Institute of Chartered Mediators (ICMC) and a Fellow of the Institute of Management Consultants. He is a member of various Technical Committees for elaboration of Nigerian Industrial Standards (NIS). He has developed more than 30 Mechanical Engineering Product Standards and served in Technical Committees that worked on more than 120 products, process and system Standards numerous to write here.

Engr. Manafa has served in numerous capacities in SON, including; Head, LPG/CNG Unit 1996 – 2018; Co-ordinator UNIDO/SON Projects 1996 – 2009; HOD, Metrology and Instrumentation 1999 – 2011; HOD, Laboratory Services 2009 – 2010; Group Head, Mechanical Engineering 2010 – 2011; Lead Assessor, QMS, EMS, OHS, Laboratory Accreditation; Project Manager, NMI Project 2012 – 2018. He served as a Director, National Metrology Institute of SON from 2012 to 2018 and currently the Director, Inspectorate and Compliance Directorate (ICD) of SON. He served in the Board of the National Centre for Agricultural Mechanization (NCAM), Ilorin (2008-2011).

Engr. Manafa has distinguished himself in the fight against substandard products in the country by ensuring enforcement of compliance on made in Nigeria and imported products. He has vigorously engaged various stakeholders in advocacy programmes including workshops, seminars, trainings for Organized Private Sector, Market Associations, Freight Forwarders, Importers, Manufacturers, Consumers, etc. Engr. Manafa strongly holds the principles of Professional Ethics and Total Quality Management (TQM). A Management member of SON who has facilitated and carried out numerous projects and activities for the Organisation. An accomplished Mechanical Engineer and Metrologist, Engr. Obiora Manafa is married with children.
